The Ukraine Recovery Conference (URC 2026) will take place on June 25–26, 2026, in Gdańsk, and it is co-organized by Poland and Ukraine. The aim of URC 2026 is to strengthen international support for the country's recovery and to stimulate investment in the Ukrainian economy.

As a platform with high investment potential, URC attracts representatives of international, public, and private capital to accelerate deal-making and build the foundations for long-term economic transformation.

URC 2026 brings together a broad range of stakeholders, including heads of state and government, representatives of partner governments, parliamentarians, representatives of international and financial institutions, business leaders, local government representatives, and civil society organizations.

The conference's theme focuses on the challenges facing sectors most affected by Russian aggression: energy, critical infrastructure, and logistics. The event's agenda is divided into five main dimensions: business, social, local and regional, EU, and security and defense.

During the conference, particular emphasis will also be placed on strengthening Ukraine's defense capabilities, including through the Security and Defense dimension proposed by Poland, which has been introduced as a new and integral element of URC 2026 in Gdansk. Strengthening Ukraine's defense potential is seen as a necessary condition for broad reconstruction and long-term development.

The program includes additional thematic blocks, including an infrastructure platform. On June 25, this part of the conference will be opened by Dariusz Klimczak, Minister of Infrastructure, and Oleksiy Kuleba, Deputy Prime Minister for Reconstruction of Ukraine, Minister of Development of Communities and Territories of Ukraine.

The next day of the event (June 26th) will feature a panel discussion titled „Railway Transport,” which will be attended by Piotr Malepszak – Undersecretary of State at the Ministry of Infrastructure, Government Plenipotentiary for the Central Communication Port, Alan Beroud – CEO of PKP S.A. and the PKP Group, Chairman of the Community of European Railway and Infrastructure Companies (CER), Oleksandr Pertsovskyi – CEO of AT „Ukrzaliznytsia” (Ukrainian Railways), Oleksii Balesta – Deputy Minister of Communities and Territories Development of Ukraine, Magda Kopczyńska – Director-General for Mobility and Transport at the European Commission (DG MOVE), and Mark Magaletsky, Deputy Director for Infrastructure of Ukraine at the European Bank for Reconstruction and Development. The discussion will be moderated by Herald Ruijters, Deputy Director-General for Defence and Space Industry at the European Commission (DG DEFIS).

PKP Group companies – Polskie Koleje Państwowe (Polish State Railways) and PKP Intercity – are also partners of the accompanying events of URC 2026 „On the Road to URC: thinking of strategic autonomy of Europe.” Workshops aboard a PKP Intercity carriage on the route between Warsaw and Gdańsk are a prelude to the event in Gdańsk. The train journey is an ideal platform for discussing conclusions and recommendations from two key events organized in Warsaw by CIR, THINKTANK, and partners, including PKP S.A. and PKP Intercity S.A. The first of these is the Leaders Forum: Better Europe (06/22-23) – a meeting of opinion leaders and experts from across the EU, concerning the future of Europe in the era of geopolitical transformation. The main theme of this year's edition, building on the successes of previous forums, including those in Davos, is „Europe under Pressure of Enlargement” – within this context, the reconstruction of Ukraine. The second event, the European Town Hall on URC (06/22-23), brings together young leaders from all over Europe who will work on concrete solutions in areas related to the URC agenda.
